Heat oven to 350 degrees F (175 C). Prepare two 9-inch cake pans by greasing and dusting with flour. 
Combine dry ingredients in the bowl of a stand-up mixer. Then add all wet ingredients (eggs, buttermilk, water, oil as well as vanilla extract) into a bowl, using a whisk to combine. Add the wet ingredients to the dry and mix in the stand-up mixer on medium speed for two minutes until the batter is smooth.
Divide batter among the pans.
Bake for approximately 30-35 minutes. When inserting a toothpick into the center, it should come out clean.
Let them cool and frost with preferred frosting.
