It's best to add the meat first. Adding the meat first before topping the nachos with a layer of cheese will keep the meat from drying out in the oven or microwave. 

Is it better to make nachos in oven or microwave?

Microwaving nachos is good if you're in a rush however it does tend to make the nachos slightly soggy. Baking them in the oven on a baking sheet will help to keep them nice and crispy.

Instructions

Turkey Nachos
Begin by adding the oil to a pan and setting it to medium heat on the stovetop for 1 minute. 
Prepare cooking pan
Add the onions and sauté them for 2 minutes until they turn translucent. 
Sautéing onions
Add the turkey to the pan and brown for 5 minutes, breaking the meat into smaller pieces with a spatula or wooden spoon

Drain off any excess liquid from the pan before adding garlic and taco seasoning to cook for 2 minutes, stirring occasionally. 
Adding garlic and seasonings
Add the refried beans into the pan folding them in with the turkey using a spatula. 
Adding the beans
Preheat the oven to 375 degrees Fahrenheit. Add a layer of tortilla chips to a baking sheet, spreading out half the turkey meat onto the layer of tortilla chips followed by half the shredded cheeses and black beans. 
Prepare oven and the tortilla chips
Repeat the steps to create another layer, then place the baking sheet of nachos into the oven and bake for 5-8 minutes until all the cheese is melted.  
Cooking the Nachos
Nacho Toppings: Assemble the nachos by spreading out the tomatoes, avocados, green onions, cilantro, and pickled jalapeños, Drizzle on the sour cream and hot sauce to finish them off. Serve and enjoy.
