Wash and rinse the potatoes and cut them into bite-sized pieces, then place them into a saucepan. Peeling the potatoes is optional and depends on personal preference.
Add water to the saucepan, fully submerge the potatoes, then place on high heat, cover, and bring to a boil before lowering the heat to medium and cooking for 10 minutes.
While waiting for the potatoes to cook, place an large deep skillet on medium-high heat and add the oil.
Once the oil is hot, add the onion, garlic, bell pepper, cilantro, and sauté for 3 minutes.
Add the ground turkey to the skillet, mix with the seasonings, and cook for 10-15 minutes or until the meat is fully cooked.
When the potatoes are fork-tender, remove from the heat, strain, and mix into the skillet with the cooked ground turkey, stirring to combine with the other ingredients, then let cook for 10-15 minutes to crisp and brown the outside of the potatoes.
While the potato and turkey mixture browns use a small bowl to whisk the tahini, lime juice, honey, cinnamon, cumin and all spice into a sauce.
Once the potatoes begin to toast and brown, mix in the sauce, making sure to coat all the ingredients, add a little water if it's sticking to the pan.
When the sauce has fully been incorporated into the dish, season with salt and pepper to taste, remove from the heat and serve warm in bowls, sprinkle with Parmesan cheese, and enjoy.
