Put instant pot on sauté mode, and spray bottom of Instant Pot using olive oil cooking spray.
Add Italian sausage and green pepper and cook until meat is browned. Drain off the extra grease.
Turn off Instant Pot and add mushrooms, garlic, diced tomatoes, tomato paste, beef broth, Italian seasoning, salt, and pepper, stirring well. Using the residual heat, cook for one minute.
Put the lid on the Instant Pot, and cook on manual for 15 minutes.
Once the soup has finished cooking, release the pressure manually for 5 to 10 minutes. Then manual release any remaining pressure.
Add heavy cream, stirring well.
